Assembly majority leader Alberto Torrico says gang members both in and out of prison are making more use of cellphones and social networking websites to carry out crimes... and law-enforcement needs to be able to keep-up.
This morning's hearing has been given the tech-appropriate title of Gangs 2.0: The Emerging Threat of Cyberthugs.
